- To attract and retain high skilled talent in the South Bend region
- To educate and build capacity of local businesses to enable international talent sourcing

HSIF is a City of South Bend program offering partial reimbursement (up to $4,000 per person) to employers who have submitted H-1B petitions in 2025. It also includes support and training to help companies attract and retain international talent.
