Quarterly Public Safety Updates

On this page you can find recordings and materials from the City’s Quarterly Public Safety Updates. The Mayor and Chief of Police began issuing public safety updates in 2021 to report key public safety statistics on topics residents care about, including gun violence and police recruitment, and share how the City is working in neighborhoods to prevent crime.

“The most important call you’ll ever be on, is the one you’re on.”

21CP Solutions helps law enforcement agencies and communities to address modern challenges of policing.

In 2019, the City of South Bend tasked 21CP with conducting an assessment of the South Bend Police Department, focusing on six primary areas. 21CP developed a comprehensive report of recommendations for reform that can serve as an immediate roadmap for improvement. The full report was released in July of 2020.

Read the full report from 21CP.

The areas of focus included:

  1. Use of Force & De-Escalation
  2. Body-Worn Cameras
  3. Bias-Free Policing
  4. Accountability
  5. Community Engagement & Participation
  6. Officer Well-Being, Recruitment, Retention & Developing the Narrative.

Details on City actions in response to the 21CP recommendations can be found in the:

21CP Update Presentation, which provides a high level overview of work and accomplishments.

21CP Companion Document, which provides details on City actions to address each of the individual 21CP recommendations.
