For over 30 years, Rachel Tomas Morgan has called South Bend home. Born in the Philippines, immigrated to the United States as a young child, and raised in central Illinois, Rachel first came to South Bend to attend college. After graduate work, she and her husband, Pete Morgan, committed to making South Bend home and raising their children on the city’s near west side.
Rachel received a Master’s degree from the University of Notre Dame and a Bachelor’s degree from Saint Mary’s College. She has previously worked in the fields of international development and natural disaster assistance, secondary education, faith-based social outreach, and higher education. For 26 years, Tomas Morgan worked in the field of global engagement as an administrator and educator. Working across campuses and around the world with non-governmental organizations, she taught courses, managed programs, and consulted on international related initiatives nationally and internationally. Her teaching and research interests included global citizenship, civic and political engagement, cultural competency, and the intersection of ethics, global education, and international development. Her passion has been to educate students about their responsibility as local and global citizens working in service to the common good.
She has served on boards of non-profits and university committees around the world, including having served on the working group for international volunteerism at the Brookings Institute and the board of the Near West Side Neighborhood Organization. She currently serves on the boards of The History Museum and REAL Services and is active in organizations building the civic and political capacity of women and Asian Americans across Indiana.
Tomas Morgan was first elected in 2020 and is currently serving her second term in office. As an at-large member of the Common Council, Rachel is committed to serving and representing all people and businesses, in all districts across the city, together building a South Bend where all can flourish.
