At-Large Councilwoman Rachel Tomas Morgan has been a dedicated South Bend resident for over 30 years. Originally from the Philippines and raised in central Illinois, Rachel moved to South Bend for college and decided to make it her home with her husband, Pete Morgan. They raised their children on the city’s near West Side. Rachel holds a master’s degree from the University of Notre Dame and a bachelor’s degree from Saint Mary’s College.

Rachel has a diverse background spanning international development, faith-based social outreach, and higher education. As an educator and administrator in global engagement, she worked for twenty years in higher education, devoting her academic and professional career to improving communities around the world. Her career includes cultivating an extensive network of partnerships in 40 countries, roles with non-governmental organizations, and teaching positions, which have contributed to her expertise in the field of global education and civic engagement.

Elected in 2020 and currently in her second term, Rachel is committed to representing all districts of South Bend. She serves on the boards of The History Museum and REAL Services; Downtown South Bend committees and is active in advancing the civic and political engagement of women and Asian Americans across Indiana.

Rachel is committed to serving and representing all people and businesses, in all districts across the city, together building a South Bend where all can flourish.
