The City is interested in working with local organizations to host Enrollment Events to assist residents of South Bend with applying for the Utility Assistance Program. The City will engage with community service agencies who have established relationships with the residents they serve in an effort to invest in the capacity of local organizations and lean on tried methods of resident engagement.
The City will begin selecting vendors for this opportunity on Tuesday, October 29, 2024.

Request for Proposal (RFP) for South Bend Opportunity Fund

The City of South Bend’s Opportunity Fund aims to strengthen and grow local small businesses. Through this Request for Proposals (“RFP”), the City of South Bend’s Department of Community Investment (the “City”) is seeking a qualified partner to administer a program of small business lending and coaching in furtherance of the Opportunity Fund’s goals.

Request for Proposal (RFP) for Financial Empowerment Center Nonprofit Service Provider

The City of South Bend’s Department of Community Investment (the “City”) is seeking a qualified 501(c)(3) nonprofit organization to serve as the financial counseling provider for the City’s new Financial Empowerment Center (“FEC”). This Request for Proposals (“RFP”) is targeted toward organizations that can effectively implement high-volume, quality, one-on-one financial counseling services to low-income individuals and families.
