In 2026, the Office of Diversity and Inclusion of the City of South Bend is working to conduct a follow-up disparity study that will provide an evaluation of its Minority and Women Business Enterprise Inclusion Program, established and governed by Ordinance No. 10761-21 in the South Bend Municipal Code.
This Request for Qualifications seeks a qualified consultant to conduct a disparity study that will provide an objective and legally defensible evidentiary foundation to inform the City’s evaluation of its MWBE Program.
