Neighborhood Health and Housing

Neighborhood Health and Housing (NHH) provides programs and services that benefit the community, including enforcement of the Rental Safety Verification Program (RSVP), Landlord Registration, administering the Lead Hazard Reduction Grant Program, and providing assistance to eligible homeowners, first-time homebuyers, tenants, landlords, nonprofit partners, developers, and builders to promote safe and affordable housing.

Programs

 

Community Homebuyers Corporation

The homeownership assistance program helps individuals become first-time homeowners in South Bend.

Home Repair Program

The City of South Bend periodically hosts a Home Repair Program.

The 2026 program begins on January 5, 2026 and will offer roof replacement grants.

 

HUD Housing Counselor

The City of South Bend has a HUD-Certified Housing Counselor in the Department of Community Investment that provides the following services free of charge.

  • Pre-purchase Housing Counseling (including financial management and budgeting sessions)
  • Homebuyer Education
  • Credit Counseling
  • Post-purchase Classes for Homeowners
  • Foreclosure Prevention Support

 

Lead Hazard Reduction Program

The Lead Hazard Reduction Grant mitigates lead-based paint hazards in homes by funding eligible applicants for removal.

Rental Safety Verification Program (RSVP)

RSVP monitors the health and safety of rental properties. The program offers a Certificate of Rental Safety for qualifying properties, provides information on maintaining a healthy home, and includes tips for inspection preparation.

What is a U.S. Department of Housing and Urban Development (HUD) Housing Counseling Agency?

A HUD-approved housing counselor is equipped to help you understand and evaluate your housing options.

HUD Housing Counseling agencies help clients with services such as prepurchase counseling, rental counseling, default/foreclosure prevention or assistance, credit counseling and reverse mortgage counseling. Services vary per agency.
