The Federal Fund Grant Management team administers federal entitlement grants from the US Department of Housing and Urban Development (HUD). These grants include the Community Development Block Grant (CDBG), the Emergency Solutions Grant (ESG) and the HOME Investment Partnerships Program (HOME).
How to Apply for Funding
The 2026 Request for Proposals (RFP) process is now closed and will reopen again in Summer 2026. The 2026 RFPs with information packets can be viewed at the links below. Please note that the terms of RFPs are subject to change on an annual basis.

Who is eligible to receive a grant?
- Local nonprofit organizations
- Organizations with projects that meet current priority needs
- Organizations with projects that assist residents with incomes at or below 80% of the Area Median Income
CDBG and ESG projects must be located within South Bend city limits
HOME projects must be located within St. Joseph County.

The City of South Bend receives the following grants:
Community Development Block Grant (CDBG)
Annual funding: Approximately $2 million
Priorities:
- Affordable housing
- Public facility improvements
- Public services
Emergency Solutions Grant (ESG)
Annual funding: Approximately $200,000
Priorities:
- Shelter operations
- Rapid rehousing
- Tenant-based rental assistance
The St. Joseph County Housing Consortium receives the following grants:
HOME Investment Partnership Program (HOME)
Annual funding: Approximately $1 million
Priorities:
- Affordable housing
- Tenant-based rental assistance
HOME Investment Partnership Program – American Rescue Plan (HOME-ARP)
One-time funding: Approximately $3.4 million
Priorities:
- Construction of non-congregate shelter
- Supportive services
Housing & Community Development Plan (HCD Plan)
HUD requires that local governments prepare an HCD Plan, also known as a Consolidated Plan, every five years. This plan is designed to help communities assess:
- Affordable housing needs
- Community needs
- Market conditions
The HCD Plan is prepared by the St. Joseph County Housing Consortium, with consultation with City of South Bend, City of Mishawaka, and St. Joseph County. The City of South Bend provides staffing to the St. Joseph Housing Consortium. An Annual Action Plan (AAP) is prepared each year which outlines funding plans for that particular year.
