Neighborhood Services and Enforcement serves the public by protecting the health, safety, and environmental stability of South Bend's neighborhoods. We enforce municipal codes related to tall grass, litter, abandoned vehicles, structure violations, and certain zoning violations. Inspectors respond to citizen complaints and identify violations within city limits.

Neighborhood Services & Enforcement (NSE) enforces environmental, zoning, structure, abandoned vehicle, and other violations of South Bend Municipal Code.

Types of Violations
Environmental Violations
- Nuisance – trash, demolition remains, appliances and furniture, auto parts and scrap metal.
- Tall Grass and Weeds – grass or weeds over 9 inches in height
- Vegetation – fallen tree limbs, stumps, cut brush or large piles of cut brush, and overgrowth blocking the public right-of-way
- Graffiti – writing or drawings on structures. The City offers a FREE Graffiti Abatement Program. See link below.
- Snow Removal – must be cleared within 24 hours after the end of any accumulation of snow or ice.
Zoning Violations
NSE enforces the following zoning violations:
- Front and side yard parking
- Parking on a vacant lot
- Oversized vehicles
- Unlawful recreational vehicle parking
- Living in a recreational vehicle

Structure Violations
Common structure violations include but are not limited to broken windows or doors, no heat, dilapidated flooring, vacant and abandoned properties, structural issues, etc. Find more information on property violations.
Occupied residential rental structures are inspected through the Rental Safety Verification Program (RSVP). Find more information on RSVP.
Abandoned Vehicles
There are several types of abandoned vehicles. Find out more on what is considered an abandoned vehicle.
If you have an abandoned vehicle on your property and would like to sign a waiver permitting removal of the vehicle, please complete the Waiver Form and submit it to our office.
