The City of South Bend announced today that Code Enforcement Director Tracy Skibins will be leaving the City on Friday, October 4 after accepting the position of Senior Director of Emergency Management at the University of Notre Dame.
Skibins joined the City in February 2016 as Deputy Director of Code Enforcement and became director of the department in 2018. Under her leadership, Code Enforcement began the Rental Safety Verification Program to protect renters from unsafe conditions. Skibins also oversaw the operations of Code Enforcement and several community outreach projects, including many neighborhood cleanups across the City. That work included improving the South Bend Animal Resource Center, which recently underwent a rebranding effort to better reflect its work.
“I want to thank Tracy for her exemplary service to the City,” said Mayor Pete Buttigieg. “She brought new levels of innovative thinking and community orientation to Code Enforcement, and worked with other departments to make sure that residents experienced the best possible service delivery. Her leadership will be missed but she leaves the department in a strong position moving forward. I wish her the best in her new role.”
“I’m extremely proud of my time with Code Enforcement and of my entire team, who work day in and day out to improve the health and safety of South Bend residents,” said Skibins. “I’m most proud of the relationships my team has built with residents and neighborhood organizations. I’m sure those relationships will continue to flourish.”
Code Enforcement Deputy Director Marlaina Johns has been named interim director, effective October 5.
