The American Red Cross, in partnership with the city of South Bend, will be opening an emergency shelter for residents affected by the widespread power outages. Residents whose homes have become unsafe due to a drop in temperature or other conditions as a result of the power outages can come to the shelter starting Tuesday, February 12 at 7:30 PM at the Charles Black Recreation Center located at 3419 W. Washington Street in South Bend. Anyone needing more information on this emergency shelter can call 211.
