Mike Schmuhl, Chief of Staff

Mike Schmuhl serves as Mayor Buttigieg’s chief of staff.

Before his current role, Mike was Mayor Buttigieg’s campaign manager. In 2010, he was Congressman Joe Donnelly’s campaign manager. Preceding his time on the campaign trail, Mike was a field representative in the congressman’s federal office in South Bend.

The son of educators, Mike was born and raised in South Bend. He grew up on the south side and graduated in 2001 from St. Joseph High School. He graduated from the University of Notre Dame in 2005 with a bachelor’s degree in History.

Before moving back home to get involved in public service, Mike worked in journalism in Washington, D.C. In the spring of 2004, he was an intern for the late Tim Russert at NBC’s “Meet the Press,” where he helped to cover the Democratic presidential primaries.

From 2006 to 2009, he worked as a television and radio producer at The Washington Post, where he was responsible for the newspaper’s presence in broadcasting outside the newspaper. He coordinated daily news segments with reporters, editors, and columnists in the newsroom as well as producers and hosts at different news organizations across the country and world.

Kathryn Roos, Deputy Chief of Staff

Kathryn Roos serves as Mayor Buttigieg’s deputy chief of staff.  With a strong emphasis on delivering results, Kathryn oversees the implementation of the Mayor’s strategic vision for the city, including his urban policy agenda.  She also serves on several boards including the Board of Public Works, Downtown South Bend, and the Northeast Neighborhood Revitalization Organization.
 
Previously, Kathryn was finance director and director of operations for the mayor’s campaign.
 
Kathryn was raised in the Harter Heights neighborhood of South Bend, graduating from St. Joseph’s High School in 2002.  Kathryn went on to the University of Notre Dame where she graduated in 2007 with a Bachelor’s of Architecture degree.
 
From 2007 through 2010, she worked in London, England for Porphyrios Associates, a globally-recognized architecture and urban design firm.  Kathryn worked on numerous master plan and architectural projects throughout the world, including residential projects in London and a new university master plan in Wales.  She coordinated consultant teams, developed and produced drawings for client meetings and submissions, served as primary contact for clients, as well as facilitated client and consultant meetings.

Matthew Sikora, Executive Assistant & Director of Special Projects

Matthew Sikora serves as Executive Assistant & Director of Special Projects. He was raised in northern Indiana and graduated from Indiana University Bloomington in 1998 with a major in East Asian Studies and minor in Business. He began his career in public service with the Indiana Department of Commerce, focusing on international business recruitment and export assistance.

Mr. Sikora also served in the Office of the Lieutenant Governor and Office of the Governor as a special assistant. From 2005-2009 he helped coordinate the efforts of Purdue University West Lafayette to expand its institutional linkages with partners in mainland China and India. He has been working for the City of South Bend since 2010, initially as a planner within the Department of Community and Economic Development.

Shalon Davis, Administrative Assistant

Shalon Davis serves as an Administrative Assistant in Mayor Buttigieg’s Administration.  She has been employed with the City of South Bend since April of 1998.  Shalon started her career as the Licensing Secretary for the St. Joseph County/City of South Bend Building Department and also worked for the former Mayor, Stephen J. Luecke until his retirement in December 2011.

A native of South Bend and a graduate of John Adams High School, she is married to Joseph Davis and they have one son, Trevonne.  Shalon and her husband are active members and leaders at Faith Apostolic Ministries located at LaSalle Square Plaza.

Shalon has committed herself to the South Bend Community in public service, which she plays a vital role in resolving an array of daily customer concerns.  In addition to her extensive duties, she coordinates a variety of events for the Mayor’s Office and is the City of South Bend’s United Way Coordinator.

She also volunteers her time and services to diverse organizations throughout the city.
